His Excellency has been notified by the Japanese of their withdrawal, but I think that it would be politic that they should be allowed to participate. A telegram has been sent by Mr. Hillier to his principals asking for authorization to proceed with the negotiations. The British and Chinese Corporation will, at my request, communicate to you the details of his proposals.
